Governor Mills Affirms Support for Universal Healthcare 

Yesterday November 24, 2025 in a forum with Representative Pingree on the impact of the rollbacks of the Affordable Care Act premium tax credits, Governor Mills announced her support for universal healthcare. 

“Whether you call it Medicare for All or something else. I think it’s clear the people of the United States deserve a  universal healthcare plan. And I would be committed to finding a way to get there. It is time for universal healthcare.” – Governor Janet Mills

Governor Mills joins a field of U.S. Senate Democratic candidates who support universal healthcare including Graham Platner and David Costello. Gubernatorial candidates supporting universal healthcare include Democrats Secretary of State Shenna Bellows and former Maine Senate Majority Leader Troy Jackson.

Maine Representative Chellie Pingree Co-Sponsored Medicare for All earlier this year. Representative Jared Golden supported the legislation while seeking office in 2018, during his first term and has not co-sponsored it since. Senator King has not communicated his position on the bill nor has Senator Susan Collins.

This legislative session Rep. Mastraccio introduced LD 1883, An Act to Enact the All Maine Health Act, based on Maine AllCare’s All Maine Health Plan (AMHP), and LD 1269, a resolve asking the Maine Office of Affordable Health Care(OAHC) to Study the Costs and Funding of a Universal Health Care Plan for Maine like the AMHP. The state has not conducted a fiscal feasibility study on universal health care since 2002. With the All Maine Health Plan proposal as a potential model, a study would examine costs and funding options. 

The Maine Legislature’s Joint Standing Committee on Health Coverage, Insurance and Financial Services (HCIFS) did not vote to advance either bill. The HCIFS committee wrote a letter to the OAHC asking them to “review prior [health care reform] studies and develop recommendations for potential policy options for the committee’s consideration.”

The OAHC reported back to the committee on November 6, 2025 and did not include a plan to meet the healthcare needs of Mainers.
