Maine AllCare, our 501(c)(3) nonprofit organization, remains dedicated to education, research, and public awareness about universal health care. Contributions to Maine AllCare are tax-deductible and continue to support our efforts to inform communities, engage stakeholders, and build understanding around health care reform.
At the same time, we are entering an exciting and critical new phase: advancing a ballot initiative to bring health care reform directly to Maine voters. To support this effort, we have established Healthcare for All Maine, a 501(c)(4) organization. This partner organization is able to engage more directly in advocacy and political activity necessary to win a statewide ballot campaign.
Because of these different roles, you now have a choice in how you would like to support the movement:
- Give to Maine AllCare (501(c)(3)) to support education, outreach, and research. (Tax-deductible contributions)
- Give to Healthcare for All Maine (501(c)(4)) to help fund advocacy, organizing, and the ballot initiative campaign. (Contributions are not tax-deductible)

Donate to HCAM to Fund the Ballot Initiative
Maine is actively pursuing comprehensive, publicly funded health care coverage for all residents through initiatives like Health Care for All Maine and Maine AllCare, alongside existing programs like MaineCare and CoverME.gov.
Health Care for All Maine is a ballot initiative aimed at creating a comprehensive, publicly funded health care system for every Maine resident, with implementation targeted by 2028 . The initiative emphasizes:
- Coverage of all medically necessary services, determined by a supervising board
- Freedom to choose health care providers, including both public and private options
- Cost-lowering mechanisms to make health care more affordable
- Prompt payment to providers at prevailing rates to maintain financial stability of clinics and hospitals
- Treating health care as a public good, ensuring no gaps in coverage and equitable access for all residents
This campaign is led by a coalition of health care professionals, advocates, and community members working to reform Maine’s health system and make it more accessible and sustainable
